From 30 August the Cadastre checks property tax before registration

Since 30 August 2026 the Cadastre Committee completes most property registrations only if property tax has been paid. Sellers should check for arrears in advance.

What has changed

Amendments to Armenia's Tax Code were adopted on 3 July 2026, published on 29 July and took effect on 30 August. The Cadastre Committee now completes most registrations, such as transferring ownership on a sale or issuing a new certificate, only if property tax has been paid. A similar rule now applies to vehicle registration.

Who is affected

  • Individuals must settle property tax up to and including the month of registration.
  • Organisations must settle it for all their taxable properties in the community concerned.
  • No check is needed for an individual's first registration of ownership, for registrations based on state or municipal acts, or after accepting an inheritance. The tax itself still has to be paid.

How to prove there is no debt

A no-arrears certificate is issued by the local self-government body (the city hall or community office) within 3 working days, and an electronic version is possible. In many cases the Cadastre checks for debt automatically, using data from other authorities.

Lawyers advise against delaying the registration application while waiting for the certificate: the Cadastre runs the tax check itself.

How much and when to pay in 2026

From 2026 property tax is charged in full, at 100% of the calculated amount. The transition was gradual: 25% in 2021, 30% in 2022, 35% in 2023, 50% in 2024 and 75% in 2025. The tax for the year must be paid by 1 December. Not receiving a notice does not exempt you from paying, and late payment incurs penalties.
