Mortgage home purchases can soon be signed online, without a notary
On 23 July 2026 the Armenian government approved standard forms of home purchase contracts involving a mortgage lender. Such contracts can be concluded through the Cadastre's electronic platform, including from abroad.

What the government decided
At the government meeting on 23 July 2026, standard forms of real estate purchase contracts involving a bank or credit organisation that issues mortgage loans were approved. A contract drawn up on such a form can be concluded without notarisation.
The new procedure was presented by Cadastre Committee Chairman Suren Tovmasyan and Deputy Prime Minister Tigran Khachatryan.
How it will work
- The buyer chooses an apartment and gets mortgage approval from a bank.
- The bank verifies the borrower's identity and ability to pay.
- The buyer, developer and bank conclude a three-party contract in a special module of the Cadastre's electronic system.
- The signed contract becomes the basis for registering ownership.
The contract can be signed either in Armenia or abroad. Powers of attorney and lengthy procedures with documents issued abroad will no longer be needed.

- People buying a home with a mortgage.
- Apartments in both buildings under construction and completed multi-apartment buildings.
- Armenians living abroad who buy a home in Armenia remotely.
Reports on the decision did not give a launch date for the module. Check with your bank and on the Cadastre Committee website once the service goes live.
