State housing programmes in 2026: certificates for Karabakh families and support for large families

By the end of May 2026, more than 2,970 families displaced from Nagorno-Karabakh had bought homes under a state programme. Here is how it works and what other housing support is available.

Certificates for families displaced from Nagorno-Karabakh

According to data published on 16 June 2026, 6,444 families (26,432 people) had received housing support certificates as of 31 May. More than 2,970 families, about 13,400 people, have already bought a home.

Support amounts to AMD 3 million per person, or AMD 4 million in certain settlements. By 2025 the number of such settlements had been expanded from 452 to 611. Homes purchased so far are worth about AMD 48 billion in total, and the state's obligations, including loan repayments and interest, are estimated at AMD 85 billion.

Since 1 July 2025 certificates have been issued to all eligible families regardless of family composition, and in March 2026 the programme's terms were widened again.

Support for large families

In April 2026 the Ministry of Labour and Social Affairs presented a draft scheme of full state support for buying or building a home for families with six or more minor children. The draft provides AMD 4 million per child plus extra funds for those who choose to settle in a village. There are about 643 such families in the country, and costs over ten years could reach AMD 31.9 billion.

At the time of publication this was a draft, so check the programme's current status with the ministry.

Subsidised home loans in border areas

In April 2026 the government relaunched its affordable housing programme for border and other communities. The state supports loans for building a house: standard support is AMD 16 million, rising to AMD 21 million in certain villages of Tavush. 2,319 applicants have been granted beneficiary status and 2,276 have received loans.
